  "binding_rule": "A subsidiary is BOUND (\"link\") when, and only when, its domain answers 2xx AND is a receipted site: its own pages (`/`, `/receipts/`, and since 2026-09-19 the kit's own registers `/receipts/FIGURES.json` and `/receipts/MANIFEST.json`) STATE sha256 values, and at least one receipt fetched from its own /receipts/ hashes to one of the values that site states. This is the estate's whole promise to a stranger — \"hash it yourself and compare\" — and it is the identical contract measured on every site in this program by findings/verify_live.py, which fetches every receipt a live site links, hashes it, and requires the page to state that hash. Everything else is \"not-bound\" with a reason, and one of those reasons is alarming rather than merely negative: a domain that STATES hashes and serves no bytes matching them is a broken receipted site, not a stranger, and it renders not-bound saying exactly that. Two earlier rules were adopted and then dropped, both because they were measured before use. (1) HTTP status alone (2f9c002) linked chipletos.com and latticegraph.com, which answer 200 with older marketing sites: a status is not an endorsement. (2) Serving a receipt whose bytes hash to THIS site's own manifest entry (4004873) unbound fluxzerofluid.com, which is this program's FluxZero site by the decision of 2026-09-07 (PROGRAM.md §101-§109, §116, §120) and serves 24 receipts of its own with their sha256 stated on its /receipts/ page. SHARING BYTES WITH THE HOLDING COMPANY IS NOT WHAT MAKES A SITE OURS: a sibling's receipts come from its own estate, and that build printed a sentence saying fluxzerofluid.com was not this program's site, which was false. /receipts/MANIFEST.json is still fetched and recorded for every domain (`manifest` below) as evidence, and still does NOT decide anything: this program's template does not serve it at all (it is the index of what is served, not one of the served receipts), so genuine siblings 404 for it.",
